It was resighted and charted by the French Antarctic Expedition, 1903–05, under Jean-Baptiste Charcot, who named it for Paul Doumer, President of the French Chamber of Deputies and later President of France.
The Hospital was founded in 1904 as a part of Indochina Medical College by the French colonial governor Paul Doumer.
What with the Socialist movement rising there and anti-Russian emigration feelings spurred by the President Paul Doumer's murder in 1932, France for them felt like a hostile place to stay at.
