It was a continuous activity started by the Minister of Colonies in the 1894, then at the Pavillon de Flore in the Louvre Palace, and after at different addresses: 10 rue du Mont-Thabor, rue Vaneau and 80 rue du Faubourg-Saint-Denis.
Hector-Martin Lefuel (Versailles, 14 November 1810 – Paris, 31 December 1880) was a French architect, best known for the completion of the Palais du Louvre, including the reconstruction of the Pavillon de Flore after a disastrous fire.

Lefuel's work at the Pavillon de Flore which had been begun under Visconti was to the order of Napoléon III, who in 1861 authorized its remodeling.
Renamed the Pavillon de Flore in the reign of Louis XIV, and greatly altered, it is the only element of the Tuileries that survives.

While fulfilling commissions in Paris, for the Church of Sainte-Geneviève (now the Panthéon, Paris), or at the Pavillon de Flore of the Louvre, he sculpted in 1785 a virtuoso marble ensemble of the nymph Amalthea and the goat that nurtured Jupiter for the Queen's fastidiously-appointed Dairy (La Laiterie) at the Château de Rambouillet; for his model, he adapted the pose of the famous Capitoline Venus.
