He was President of the National Union of Welsh Societies, 1916–26, President of the Celtic Congress, 1918–27 and President of the Peace Society, 1924–27.
The son of the Rev. Ebenezer Richard (1781–1837), a Calvinistic Methodist minister, Henry Richard is chiefly known as an advocate of peace and international arbitration, having been secretary of the Peace Society for forty years (1848–84).

In 1897 his interest in arbitration and the work of the Peace Society led to his inclusion in a peace deputation to the president of the United States, Grover Cleveland.
