From 1934-1938, Reinhardt served as an instructor with Pennsylvania National Guard and in 1938, he was transferred to Washington, D.C., as the executive officer of the Washington Provisional Brigade.
Richard Coulter Jr. began his military career as a private in the Pennsylvania National Guard in 1895.

In 1877 he enlisted in the Pennsylvania National Guard, and in 1881 he settled in Oil City, Pennsylvania, where he became active in the hardware business.
