Rouleau, in his capacity of Stipendiary Magistrate, tried the case of Wandering Spirit, (Kapapamahchakwew) a Plains Cree war chief for his role in the Frog Lake Massacre.
His major published work dealt with the Plains Cree people of Saskatchewan, Canada and he was well regarded for his study of society in India.
