From 1983 to 1987 he worked in the political section of the British Embassy in Washington, D.C. From 1987 to 1989 he was Deputy Head of the Foreign Office's Policy Planning Staff.

Before coming to Duke University, Kuniholm worked in the Bureau of Intelligence and Research and as a member of the Policy Planning staff at the U.S. Dept. of State.
His research brought him into contact with leading members of the administration, including Robert Reich (US Labour Secretary), Sidney Blumenthal (Assistant to the President), Al Gore (Vice President), Tony Lake (National Security Advisor), Nancy Soderberg (Ambassador to the UN) and Morton Halperin (Director of the Policy Planning Staff).
