He previously served as the President of the Executive Council of the SR Montenegro from 16 December 1962 to 25 June 1963.
Within days in January 1989, the trio ousted Miljan Radović, the chairman of the Montenegrin Communist League and Božina Ivanović, the Presidents of the Presidency of Montenegro, replacing them with politically obedient confidants Veselin Vukotić and Branko Kostić, respectively.
It was officially opened on December 19, 2008, by the Montenegrin president Filip Vujanović, the Mayor of Podgorica Miomir Mugoša and Alexey Alexandrov, head of the Central Administrative Okrug of Moscow.
