On July 13, 2007, Georgia set up a state commission, chaired by the Prime Minister Zurab Noghaideli, to develop South Ossetia's autonomous status within the Georgian state.

The Provisional Administration of South Ossetia is an administrative body that Georgia regards as the legal government of South Ossetia, even though ths administrative entity was formally abolished by the Georgian authorities in 1990, and currently the area is considered a part part of the Shida Kartli region.

The flag is also used by the pro-Georgia Provisional Administrative Entity of South Ossetia, formerly based in Kurta, which opposes the separatist government in Tskhinvali.
The first level was proposed to include local leaders of the Tskhinvali separatist authorities and Dmitry Sanakoyev's Provisional Administrative Entity of South Ossetia.
