Al-Hakam, (Arabic الحكم) which means the wise man, referring to the old Arab arbitrators that predated Qadis.
The name of the village originates from the time of Tatar-Mongolian sovereignty ("kadi" is Tatar for "judge").
Panakkad Sayyid Hyderali Shihab Thangal has been elected as Qazee of Pullancheri Mahallu on 25 July 2008 due to the death of Panakkad Sayyid Umerali Shihab Thangal, (Chairman, Kerala Waqf Board).
Specifically, he worked on project Vulgar Betrayal, which allegedly implicated Yasin al-Qadi.
He has been elected as Qadi in many Islamic mahals in Kerala due to the death of his elder brother Sayed Umerali Shihab Thangal.
The state was governed by two sovereigns, one of which was called Qadi, the other Maisum.

Sheikh Abu Bakr Effendi (1814–1880) was an Osmanli qadi who was sent in 1862 by the Ottoman sultan Abdülmecid I at the request of the British Queen Victoria to the Cape of Good Hope, in order to teach and assist the Muslim community of the Cape Malays.
