When he reached Medina and stopped at Quba, a man came rushing into the city, calling out to people and announcing the arrival of Prophet Muhammad.
Quba has enjoyed strong economic growth over the last decade, much of it spurred by tourism and the construction industry.
In 1996 he was participated to Youth Affairs Summit which held in Quba as a representator of the opposition member in Sri Lankan parliament.
From 1943 to 1951, he actively helped the board of the municipality of Kuba, Azerbaijan to prepare documents to award a medal to those who worked on the labor front of World War II.

In 1946, he was asked by the head of the Kuba military enlistment office to complete a census of veterans in order to be able to award them the medal entitled For the Victory Over Germany in the Great Patriotic War 1941–1945.

In 1920, he worked as the school headmaster and the teacher of Russian and Azeri languages in the village Khulug of Gusar rayon, but from 1920 to 1922 he was Quba rayon's public education branch's manager.
Surkhay-khan II gave many battles of which the largest were at Tiflis, Derbent, Khosrekh, Chirakh, Kurakh, Kartukh, Alazani, Quba, Akhaltsikhe, Akhalkalaki, Kartli, Kakheti, fortress Surkhayli in Cherkessia, Ganja, Yerevan, Kars, Ardagan and Erzurum.
During this time, Hussein-khan, a native of the region, had spent time in Persia and adopted Shia Islam, creating favor in the eyes of the Shah, who granted him rule over both the Quba and Salyan khanates.
