Otelia McGill is credited with preserving many of her famous father's papers, chronicling his career in building and operating Virginia's railroads, serving in the Confederate Army, and his political career as leader during Reconstruction of the Readjuster Party.
The state had undertaken investment in infrastructure improvements overseen by the Virginia Board of Public Works, in canals, roads, and railroads.

The party was led by Harrison H. Riddleberger of Woodstock, an attorney, and William Mahone, a former Confederate general who was president of several railroads.
