In order to get his ideas off the ground Van Severen attempted to come to agreements with other far right movements, notably Rex and the Flemish National Union, but he was not successful in these endeavours.
It was assumed that the Reichsführer-SS (Himmler himself at the time) would assume the second of these two offices, and that Léon Degrelle, leader of the Belgian fascists, would become its first chancellor.
