On 26 January 2010 he was appointed as bishop of Austin by Pope Benedict XVI filling the vacancy left by Gregory Michael Aymond who was appointed archbishop of New Orleans.
In 2005, the bishop led a group of volunteers to assist the victims of Hurricane Katrina, after hearing Archbishop Alfred Hughes speak about the devastation that Katrina caused in his Archdiocese of New Orleans.
In 2013, noting the 40th anniversary of the fire, the Roman Catholic Archbishop of New Orleans, Gregory Michael Aymond, issued a statement of regret that his predecessor, Archbishop Philip Hannan, and the local church leadership ignored the arson attack.
