In the Church of England and other Anglican churches, a deanery synod is a synod convened by the Rural Dean (or Area Dean) and/or the Joint Lay Chair of the Deanery Synod, who is elected by the elected lay members.
Since 1995, Down has ministered in Kent – initially as Rector at St Stephen's, Canterbury until 2002, during which time he was additionally Area Dean of Canterbury from 1999.

He had a wide-ranging parish ministry in the Diocese of Southwark and was at one time Rural Dean of Bermondsey and also the local ministry adviser.
The new bishop was given oversight of four rural deaneries: Hampstead, Hornsey, St Pancras and Willesden, previously the responsibility of the Bishop of Islington.
