Electricity provision was the responsibility of parish councils and local electricity providers such as SEEBOARD, but the Development Corporation set up a committee to bring them all together and ensure the town's needs were met efficiently.

The Company's distribution rights were sold on to EDF Energy, owners of London Electricity, SWEB Energy and SEEBOARD, three other former Regional Electricity Companies.
It was commissioned in 1995, being originally owned (25%) by Arlington, Virginia-based AES Corporation (trading as AES Electric) and the RECs SEEBOARD (37.5%) and Southern Electric (became SSE in 1998).

In June 2002, American Electric Power (AEP) sold its SEEBOARD company to eDF, giving eDF 37.5% of the power station.
