Operation Shock was a commando operation executed in 1968 by the Israeli commando unit Sayeret Matkal to sabotage of power plant and Nile bridges in Egypt.
There are some standing military special operations forces, such as Sayeret Matkal, but ad hoc task forces were assembled for major operations such as the 1976 Entebbe rescue.
Major Avi Nardia (Unit 216 Sayeret Matkal and Yamam Hand to Hand Combat instructor) developed many of the techniques now seen in modern Krav Maga, very specifically many of the gun disarms which were not in historical KAPAP and therefore Krav Maga.
Counter-terrorist units were still a relatively unheard of form of combating terrorism and the only truly established groups at the time were Britain's Special Air Service and Israel's Sayeret Matkal.
