In 1999, the Seimas (parliament) of Lithuania adopted a Law on Product Safety, and in 2000 it adopted a Law on Food.
It was under these conditions that the Seimas was forced to approve the treaty, hoping that Germany would not press any other territorial demands upon Lithuania.

On 4 August 2008, Liubinskas quit his role as national team coach in order concentrate on campaigning for a seat in the Seimas as a member of the right-wing Order and Justice party.
In the aftermath of the 1905 pogroms in Russia, the historian Simon Dubnow founded the Folkspartei (Yiddishe Folkspartay) which had some intellectual audience in Russia, then, in independent Poland and Lithuania in the 1920–1930s where it was represented as well in the Parliaments (Sejm, Seimas) as in numerous municipal councils (incl. Warsaw) till in the late 1930s.
Public opinion polls indicated that the Labour Party, founded in 2003 and headed by a wealthy Russian-born businessman Viktor Uspaskich, was likely to emerge as the largest group in the Seimas.

He was first elected to the Seimas at the 2000 election, winning 51% of the vote in Šalčininkai.
In 2001, the villagers hosted annual Mushroom Festival inviting people, including Speaker of the Seimas Artūras Paulauskas and U.S. Ambassador John F. Tefft, to hunt for mushrooms in the surrounding forests.
