Plumley was born on January 1, 1920, in Shady Spring, West Virginia, the second son and fifth child of coal miner Clay Plumley (born 1879) and his wife Georgia (born c. 1895), both of West Virginian stock.
His first appointment out of seminary was to Perry Memorial United Methodist Church, in Shady Spring, West Virginia, in June 1983; he served in that location for six years.
