In March 2005, Dr Shaista Shameem of the United Nations working group on mercenaries asked Fiji and Papua New Guinea for permission to send a team to investigate the presence of former Fijian soldiers in Bougainville.
In 2004 he was replaced by Shaista Shameem, who adopted a more conciliatory approach to the private security industry that Bernales Ballesteros.
Fiji Human Rights Commission Director Shaista Shameem said on 9 December that the incident was being investigated.
