This standing is greatly enhanced following the construction of the Beijing-Kowloon (Hong Kong) railway in 1996, which crosses with Longhai railway at Shangqiu.

He later successively served as the magistrates of Cixi (慈溪, in modern Ningbo, Zhejiang), Songcheng (宋城, in modern Shangqiu, Henan), and Jiyuan Counties, and was said to rule benevolently and reasonably.
As part of the preparation for war, Emperor Dezong divided Yongping, making three of its seven prefectures — Song (宋州, in modern Shangqiu, Henan), Bo (亳州, in modern Bozhou, Anhui), and Ying Prefectures — into a new Xuanwu Circuit, giving Si Prefecture (泗州, in modern Huai'an, Jiangsu) to Huainan Circuit (淮南, headquartered in modern Yangzhou, Jiangsu), and adding Zheng Prefecture (鄭州, in modern Zhengzhou, Henan) to Yongping.
The name Liangyuan, or "the garden of Liang", follows from the name Emperor Xiao of Liang, who built the garden around 154 BC centered in the area of nowadays Shangqiu.
