The school was founded in 1986 in Jerusalem by a senior instructor of Doron Navon, the first non Japanese Shihan in Bujinkan Ninjutsu school.
The Kokusai Budō Renmei - (The International Martial Arts Federation) in Japan, whose chairman was Prince Higashikuni of the Japanese Imperial Family appointed Master Yamaguchi as a Shihan - Master of that organisation's karate-dō division.

Soeno practiced with the senior pupils who were Shigeru Ōyama, Yasuhiko Ōyama (both from The World Ōyama Karate in the United States - Shigeru is Sōshu and Yasuhiko is Saikō Shihan), Tadashi Nakamura and Hideyuki Ashihara at the time.
