He was born in Springbourne, Bournemouth, and was adopted by Mrs G. Burgum when he was about five years old.
Springbourne Library opened in 1909 and was only made possible by its benefactor, Andrew Carnegie, it being 1 of the many Carnegie library's, a scheme created by Andrew Carnegie, that involved building 2509 libraries worldwide, 660 of which were built in the UK, Springbourne Library being 1 of them.
