After the 1999 election, in recognition of his experience on the Commission, Sheehan was appointed to continue serving as Co-Chair, from 1999 to 2003, along with MPP Steve Gilchrist.
Chambers was elected to the Legislative Assembly of Ontario in the provincial election of 2003, as a Liberal in the riding of Scarborough East, defeating incumbent Progressive Conservative Steve Gilchrist by over 7000 votes.
On July 20, 1999, Minister of Municipal Affairs and Housing Steve Gilchrist announced, on "Rouge Park Day", that he would be implementing a ban on all development on the Oak Ridges Moraine.
He then served as chief of staff to Steve Gilchrist, who served as the Ontario Progressive Conservative MPP for Scarborough East in the government of Mike Harris.
