Clifton was the son of Sir Juckes Granville Juckes-Clifton, 8th Baronet and his second wife Marianne Swinfen, daughter of John Swinfen of Swinfen, Staffordshire.

The author Mary Wesley was the first wife of the second Baron Swinfen and the mother of the third Baron.
He had been admitted to the Privy Council in 1913 and on 1 November 1919 was raised to the peerage as Baron Swinfen, of Chertsey in the County of Surrey.
The Hall was built in 1757 by Samuel Swinfen to a design by architect Benjamin Wyatt, ( father of James Wyatt) and remained the home of the Swinfen and Swinfen Broun families for almost two hundred years.
