The Hartford loan scandal, which involved several other parties, was discovered by Congressional subcommittees investigating the FCC in 1943, but FDR's top aide (then in private practice) Thomas Corcoran succeeded in keeping it under wraps until after FDR's death in April 1945.

In early July 2006, following the decision, Iran sent Washington lawyer Thomas Corcoran to Chicago after years of refusing to participate in either the original terrorism case or the Chicago artifacts litigation, to assert Iran's immunities.

Later investigation showed that Flamm had succeeded in reaching President Franklin D. Roosevelt’s attention and that the president’s aide, General Edwin Watson had asked the FCC to intervene; however, Thomas Corcoran had then countermanded Watson’s order.
