Albany's charter was issued by Governor Thomas Dongan of the Province of New York, a few months after Governor Dongan issued a similarly worded, but less detailed charter for the city of New York.
On 23 June 1684, Lord Howard sailed from Virginia for Albany, New York with his daughter, Philadelphia, where he and New York Governor Thomas Dongan brokered a July peace treaty with the Iroquois.

"Castleton" refers to Cassiltowne, County Kildare, Ireland, the birthplace of Thomas Dongan, the colonial governor of the Province of New York after it was obtained from the Dutch—who had called it New Amsterdam—in 1682.
