He was the son of ornithologist Thomas Powys, 4th Baron Lilford and his wife Emma Elizabeth Powys (née Brandling).
The subscribers included the Earl of Ellesmere, Lord Lilford, Mrs Harrison of Chaddock Hall and Henry Yates.
The latter year he was raised to the peerage as Baron Lilford, of Lilford in the County of Northampton.
Thomas died at Grosvenor Place on 4 July 1825 and was buried on 15 July 1835, at Achurch, Northamptonshire.
He wrote about birds including Notes on the Birds of Northamptonshire and Neighbourhood (1895) and Coloured Figures of the Birds of the British Islands, which was completed by Osbert Salvin after his death.
