Born at Topham, he was a younger son of Benjamin Follett and his wife Ann Webb, daughter of John Webb.

Topham was born in Ladbroke, Warwickshire the son of Rev. Edward Charles Topham, rector of Hauxwell, Yorkshire and his wife Grace Gillespie.
He became a partner in Topham, Jones, & Railton, a successful engineering firm that obtained many government contracts and worked on the Aswan Dam among other projects.
Dr. John Theophilus Desaguliers records, among other feats of Topham's witnessed by him, the bending of a large iron poker nearly to a right angle by striking it upon his bare left arm.
As Bennet Langton records: 'His affection for Topham Beauclerk was so great, that when Beauclerk was labouring under that severe illness which at last occasioned his death, Johnson said (with a voice faultering with emotion), "Sir, I would walk to the extent of the diameter of the earth to save Beauclerk".' (Boswell 1672).
