Design policies standards used in the United States are typically based on publications of the American Association of State Highway and Transportation Officials as well as research promulgated by the Transportation Research Board, the Institute of Transportation Engineers, the Federal Highway Administration, and the Department of Transportation.
A member of Transportation Research Board (TRB), American Economic Association (AEA), American Political Science Association (APSA), International Political Science Association (IRSA), Schmitz also contributes as an associate of the Mineta Transportation Institute.
He is actively engaged with the Transportation Research Board (TRB) of the National Research Council, chairing national policy studies on Equity Implications of Evolving Transportation Finance Mechanisms and Strategies for Improved Passenger and Freight Travel Data; serving on the Technical Advisory Committee on Capacity for the Strategic Highway Research Program.
Kandhal has served as chairman of the US Transportation Research Board Committee on Asphalt Mixtures (6 years); chairman of the ASTM International D04 Committee on Road and Paving Materials (2 years) which is responsible for over 200 standards used worldwide; president of the Association of Asphalt Paving Technologists, which has members in all continents of the world; and chairman of the American Society of Civil Engineers Subcommittee on Asphalt.
Mr. Moreland is a Past President of American Association of State Highway and Transportation Officials; former Vice Chairman of the U.S. Transportation Research Board; and a current member of the Georgia State Board of Registration for Professional Engineers and Registered Land Surveyors.
The program is supported by state transportation departments, the various administrations of the U.S. Department of Transportation and other federal agencies, industry associations, and other organizations and individuals interested in the development of transportation.
He chaired its Standing Committee on Research, the Operations Council of the Standing Committee on Highways, and the oversight group for the Transportation Research Board Long-Term Pavement Performance program.
