It is named for Masatoshi Tsuruta, a Japanese astronomer in Saga, Saga Prefecture, Japan.

The story focuses and revolves around the 108th Guard Squad, stationed in Aomori, Aomori.
During his formative years in university as a student of optical science, Tsuruta, who had initially wanted to be a photographer, had been inspired by the works of numerous science fiction authors, such as Robert A. Heinlein, and manga artists, such as Yukinobu Hoshino and his manga Sabertooth Tiger, which had inspired him to create manga.

The Connection would hold the titles for four months, making two successful title defenses against Mitsuharu Misawa and Toshiaki Kawada & Jumbo Tsuruta and Akira Taue.
Tōhoku is located in north-central Aomori Prefecture, bordering on the west shore of Lake Ogawara.
To implement this program in elementary schools, Tsuruta employs CIRs, one from the JET Programme and one from Hood River, Oregon.
Tsuruta was the second Japanese to be awarded with a gold medal (after Mikio Oda in the Triple jump on August 2).
