He negotiated several technical cooperations agreements with governments and initiated many innovative institutional legal models for the delivery of UN programmes, including the Joint United Nations Programme on HIV/AIDS (UNAIDS), the African Management Services Company (AMSCO), the Global Environment Facility (GEF) and United Nations Compensation Commission after the 1991 Iraq war.
Peru’s strategy to prevent STIs was called a model for the Andean region, and in 2000, UNAIDS cited Peru’s HIV/AIDS prevention program as one of the best in the world.
According to UNAIDS, several factors fuel the spread of HIV in the DR Congo, including movement of large numbers of refugees and soldiers, scarcity and high cost of safe blood transfusions in rural areas, a lack of counseling, few HIV testing sites, high levels of untreated sexually transmitted infections among sex workers and their clients, and low availability of condoms outside Kinshasa and one or two provincial capitals.
According to the 2005 World Health Organization (WHO)/UNAIDS AIDS Epidemic Update, a 2004 study in Puerto Plata, Samana, and Santo Domingo found that 11 percent of MSM were HIV-positive.
