Since its launch, the Network has attracted 40 member research institutions from the developing countries of the region and has gained some additional partners, including the United Nations Development Programme (UNDP), the United Nations Conference on Trade and Development (UNCTAD) and the World Trade Organization (WTO).
Clérsimé was ambassador of Haiti to the World Trade Organization (WTO), the International Trade Center (ITC), the United Nations Conference on Trade and Development (UNCTAD), and the International Telecommunication Union (ITU) in Geneva, Switzerland, from 2001 to 2003.
He also acted as adviser or consultant to a wide spectrum of governments and international development organisations, from the World Bank, UNICEF and the OECD to the European Commission and the Commonwealth Secretariat; he served as the Principal Consultant to UNCTAD (the United Nations Conference on Trade and Development) on its World Investment Report, and to UNIDO (the United Nations Industrial Development Organization) on its Industrial Development Report.
UNCTAD IV held in Nairobi May 1976, showed relative success compared to its predecessors.

UNCTAD V in the wake of the Nairobi Conference, held in Manila 1979 focused on the key issues of: protectionism in developing countries and the need for structural change, trade in commodities and manufactures aid and international monetary reform,technology, shipping, and economic co-operation among developing countries.
On May 17, 1972, the UN Conference on Trade and Development (UNCTAD) proposed measures for information dissemination and for the mobilization of public opinion relative to trade and development problems.
