He started the negotiations with Libya which lead to Libya's decision to abandon its weapons of mass destruction programs and pay almost 3 billion US dollars in compensation to the families of Pan Am Flight 103 as well as UTA Flight 772.
His wife Nicole died in the 1989 terrorist bombing of Brazzaville-Paris UTA Flight 772.

On 19 September 1989, a McDonnell Douglas DC-10 airliner operated by French airline UTA (Union de Transports Aeriens) as UTA Flight 772, was destroyed by a bomb in the cargo hold, killing all 170 passengers and crew (including 54 French nationals).
