In 1853 he helped Nathaniel Card, a Quaker, to found in Manchester the United Kingdom Alliance with a view to influencing the licensing laws.
Sutton joined the United Kingdom Alliance on its foundation at Manchester in 1853, and was editor of its weekly journal, the Alliance News, from its start in 1854 until 1898, contributing leading articles till his death.
He had earlier been a member of the Manchester and Salford Temperance Society, and had taken his inspiration from the success of what later, became known as the Maine law.
