Membership with the World Bank, under the aegis of Ranjit Nayak, the World Bank Representative in Kosovo (since February 2007), has resulted in Kosovo being treated by the World Bank as its 186th member country, and no longer under the United Nations Security Council Resolution No.1244.

Following the Kosovo War in 1999, United Nations Security Council Resolution 1244 placed Kosovo under the authority of the United Nations Interim Administration Mission in Kosovo (UNMIK), with security provided by the NATO-led Kosovo Force (KFOR).
The municipality adopted the Development Agenda 2006 – 2009, in cooperation with UNOPS and with the support of UNMIK and the Italian Government, which foresees improvement in the local economy.
The head of the United Nations Interim Administration Mission in Kosovo (UNMIK) during this time, Søren Jessen-Petersen, welcomed the decision Haradinaj to face the tribunal voluntarily, praised his work and described Haradinaj as a "close partner and friend", regardless Western intelligence reports that Haradinaj was a key figure in the range between organized crime and politics.
