Tazhin met with United States Senator Richard Lugar in Astana on 7 February 2006 to discuss biological weapon nonproliferation measures and cooperation with U.S. scientists.
Later that year he was confirmed by the United States Senate as an Assistant Secretary of State for International Security and Nonproliferation, and from then until 2006 he headed at various times three bureaus of the Department of State, including the Bureau of Arms Control and the Bureau of International Security and Nonproliferation.
The subcommittee is away of two primary subcommittee with what the committee calls "functional jurisdiction", the other being the Oversight and Investigations Subcommittee.
