He was born in Toronto, the son of Patrick Foy, a Toronto merchant, and educated at St. Michael's College, Toronto and Ushaw College.
He was sent to Ushaw College and afterwards to Rome, where he took his degree and was ordained in 1840.
Regular school trips include these two destinations, along with New York, Paris, Rome, the Alps, the Hexham and Newcastle Diocesan Youth Ministry Team Youth Village, Ushaw College (a seminary for the formation of Catholic priests, deacons, religious and lay ministers) and Minsteracres Catholic Retreat Centre.

He received his first Holy Communion at Sacred Heart Church on Richmond Hill, and later enrolled at the northern seminary of Ushaw College in County Durham in northern England.
