The team mainly found itself in the Verbandsliga (5th division) and Regionallia (4th division) levels during this time, with the team slowly growing in popularity.
Additionally, in some regions or states, as there are Hessen, Westphalia and Schleswig-Holstein the Verbandsliga is operated in two or more groups running in parallel.

In North Rhine-Westphalia (Middle Rhine and Lower Rhine), Saxony, Thuringia, Hamburg, Lower Saxony, Bremen and Bavaria, the corresponding sixth tier is called the Landesliga, whereas the Landesliga is only a tier-seven league in most of the other German states.

Nordrhein-Westfalen, Rheinland-Pfalz and Baden-Württemberg are divided into two or three state member associations, each running their own league system.
The league was formed from clubs from five different leagues: Three clubs from the Oberliga Nordost, the former DDR-Oberliga, eight clubs from the NOFV-Liga, the former East German second division, one club from the Bezirksliga Schwerin, one of the regional leagues of the old East German third league level, one from the Verbandsliga Brandenburg, a new league, and six clubs from the Amateur-Oberliga Berlin, the West-German third division for the city of Berlin.
They returned to the Oberliga Westfalen (IV) for a couple of seasons at the turn of the millennium, but fell back to Verbandsliga, and in 2005 descended to play in the Landesliga Westfalen Ost (VI).
While the Oberliga covers the two states of Saarland and Rheinland-Pfalz, the Verbandsliga covers only the southern half of Rheinland-Pfalz.
