Padre Garcia was born in the village of Maugat, formerly a part of Rosario but now a barangay of Padre Garcia, on April 5, 1817 to parents Don Jose Garcia and Dona Andrea Teodoro.

Last July 12, 1999 his remains were re-interred in the church of the Holy Rosary in the town proper of Padre Garcia (the old seat of the township of Rosario).
