In 2012, Victoria School and Cedar Girls' Secondary School will offer the IP with Victoria Junior College which will build upon the four-year Victoria Integrated Programme (VIP) in the junior college.

Chong attended CHIJ Katong Convent and Victoria Junior College, and graduated summa cum laude from Boston University with a Bachelor of Science in Broadcast Journalism and holds a Masters of Social Sciences (International Studies) from the National University of Singapore.
She later graduated from the Theatre Studies and Drama programme at Victoria Junior College and the National University of Singapore with an Honours degree in Theatre Studies.
Rebecca was born to a Hokkien family.The second child of three children, Rebecca studied at CHIJ Saint Nicholas Girls' School (Primary and Secondary), Victoria Junior College and Singapore Management University (SMU).
