Viljoen, a native of South Africa's Eastern Cape Province, currently resides in New Zealand and is the first choice scrum-half for Manawatu in the NPC.
Viljoen graduated from Potchefstroom University for Christian Higher Education (now part of North-West University) in 1966.
After Viljoen retired from public life he maintained an interest in politics thereafter.
