When Labour came to power under Harold Wilson in 1964, White became parliamentary under-secretary at the Colonial Office, in 1966 Minister of State for Foreign Affairs and in 1967 Minister of State at the Welsh Office for three years.
In 1968 a tax office in Cardiff was blown up, followed the same year by the Welsh Office building in the same city, then another water pipe at Helsby, Cheshire.
Their first Welsh Assembly leader, the former Welsh Office Minister Rod Richards, showed a combative style of politics against the Labour Assembly government.
