The present park was reconstructed by Fukuoka City, modeling on the West Lake of China, and opened in 1929.

Since the West Lake at Hangzhou was believed to be the legendary incarnation of Xi Shi, thus it is also called Xizi Hu (lake).
At the north end of the bridge, the PA 299 designation ends and Powell Avenue continues north as a local road past Erie International Airport, intersecting PA 5 (West 12th Street) and PA 5 Alternate (West Lake Road) before continuing several more blocks to the Lake Erie shoreline.
It has its source on the southern slopes of Gwanggyosan and flows south, through Cheoncheon-dong, past Dongnam Health College, to Seoho (West Lake), near Hwaseo Station.
