The top two teams (Western Samoa and Japan) qualified to 1991 World Cup, Pool 3 and Pool 2, respectively.
They are native to Western Samoa, New Guinea, the Solomon Islands, the Moluccas, the Carolines and Fiji in a variety of habitats, and cultivated westward to Thailand and Malaya.

One of the results of this ruling was the controversial decision by the Muldoon National government to pass the New Zealand Citizenship and Western Samoa Act 1982 which effectively rescinded and annulled any citizenship claims by Samoans living in Samoa in retrospect.
All Black phenomenon, Jonah Lomu was #1 for his exploits in 1995 and the entire Western Samoa team came in at #2 for their efforts in the 1991 tournament.
