Josiah Stamp, 1st Baron Stamp

In 1926 he became Chairman of the LMS and was instrumental in getting William Stanier appointed in 1932 as Chief Mechanical Engineer to resolve the locomotive problems of the Company.

This design was based on the earlier Stanier LMS Stanier 2-6-4T, which was derived from Henry Fowler's LMS Fowler 2-6-4T engine.

At the end of Fowler's reign, Ernest Lemon briefly took over as CME but was quickly promoted to make room for William Stanier.
