Stanier retired in 1944 and was succeeded as CME by Charles Fairburn.
This design was based on the earlier Stanier LMS Stanier 2-6-4T, which was derived from Henry Fowler's LMS Fowler 2-6-4T engine.
Charles Fairburn was somewhat restricted by the rules applied to the railway companies by the war situation (not to mention the fact that Stanier had left things in a state that required little or no new design).
Prefuse 73 said in an interview with Dazed & Confused "John Stanier from Battles had told me that they were sick. They start to play. Next thing you know, these three tiny diminutive women were making us look like idiots because they were so incredible".
