The road's name comes from older mapping methods that the road would lead directly towards the Wisconsin State Capitol in Madison if built in a straight line from Lake Michigan, though current day mapping actually places it two miles north of downtown Madison.
Bitter's other pediment, the west, is Agriculture, while Attilio Piccirilli's Wisdom and Learning of the World adorns the north pediment.

It is located on the opposite end of State Street from the Wisconsin State Capitol, and is named after John Bascom, former president of the University of Wisconsin.
