Kisarazu Air Field was originally established in 1936 as a base for the Imperial Japanese Navy Air Service, subordinate to the Yokosuka Naval District.
He became commander in chief of the Yokosuka Naval District in March 1889, and from June 1891 to August 1892 was commandant of the Naval Staff College.

In 1866, the Tokugawa shogunate government established the Yokosuka Seisakusho, a military arsenal and naval base, with the help of foreign engineers, including the French naval architect Léonce Verny.

Naval aviation facilities were established in June 1912, followed by a wireless communications facility in April 1913.

In April 1942, Okikaze was recalled to the Yokosuka Naval District, where it was assigned anti-submarine patrols of the entrance of Tokyo Bay for the duration of the war, making only an occasional convoy escort run along the coast of Japan to Kushimoto, Wakayama or patrols of the coast of northern Honshū through the end of 1942.
After the war, Nashiba served in a number of staff positions at Yokosuka Naval District and Sasebo Naval District, and was appointed commander of the Mako Guard District.
