The two co-princes of Andorra – the President of France and the Bishop of Urgell – do not get involved in internal politics, particularly after the May 1993 constitution making the principality an independent state.
The bishop of Urgell, who since 2003 has been Joan Enric Vives Sicília is simultaneously joint head of state of Andorra alongside with the President of the French Republic.
The suggestion was for a status similar to that of Andorra, in which Queen Elizabeth II and King Juan Carlos would be joint heads of state, in the same way that President of France and the Spanish Bishop of Urgell are Co-Princes of Andorra.
This new law took effect without the signature of the episcopal co-prince Joan Enric, the current Bishop of Urgell.
Saint Ermengol (also Armengol or Armengod) or Hermengaudius (died 1035) was the bishop of Urgell from 1010.
