The first seven genrō were all formerly members of the Sangi (Imperial Council) which was abolished in 1885.

The term is sometimes confused with the Genrōin (Chamber of Elders), a legislative body which existed from 1875–1890; however, the genrō were not related to the establishment of that body or its dissolution.

The current name of the garden “Chinzanso” was given by Yamagata Aritomo (1838-1922), an influential member of a group of elderly statesmen known as the Genrō in the Meiji (1868-1912) and Taishō (1912-26) eras.
Genro would be defeated by a margin of 5% in the second round by Germano Rigotto from the Brazilian Democratic Movement Party.
However, despite holding a majority of the seats in the Diet of Japan, Suzuki was not selected to become Prime Minister, largely due to a long-standing enmity with the last genrō, Saionji Kinmochi, who favored Admiral Saitō Makoto for the post.
